Folio 02 — Our Story
How Silverpadas Came to Be
Silverpadas grew out of a pattern its founders noticed while volunteering with a welfare association in Ipoh. Time and again, members in their fifties and sixties arrived at community sessions carrying a sense of unease about their retirement paperwork — not because they had done anything wrong, but because nobody had sat down with them to explain what documents they should have, where those documents came from, and how to check whether anything was missing.
The gap was not one of regulated advice. Most people were not yet at the stage of needing a financial planner. The gap was simpler: they did not know what they were looking for, and they felt uncomfortable admitting that to a professional they had never met. A community setting, with no product to sell and no outcome to push, turned out to be a better place to start that conversation.
Silverpadas was registered in Ipoh to formalise that kind of work. The organisation provides structured educational programmes, facilitated workshops and capability engagements — all of them focused on document literacy and records organisation, none of them straying into regulated advice or representation. Where a question belongs to a qualified practitioner, the referral sheet distributed at every programme names the right category of professional.
The name reflects that orientation. Retirement planning tends to be discussed in terms of large decisions and turning points. Silverpadas is more interested in the quieter stretch before those decisions are made — assembling the folder, understanding the forms, knowing what exists. That is the path we help people walk.

The People Behind Silverpadas
Norzaida Ramli
Founder & Lead Facilitator
Spent twelve years in adult education before focusing on financial document literacy. Designs all Silverpadas curriculum and facilitates the workshop series.
Ahmad Khairul Anwar
Community Engagement Coordinator
Coordinates outreach to mosque and church committees, workplace welfare bodies and NGOs across Perak, and manages the volunteer facilitator network.
Lee Yoke Meng
Materials & Translation Lead
Prepares and maintains the bilingual document library, ensuring all printed handouts, index sheets and templates read clearly in both English and Bahasa Malaysia.

How We Keep Our Work Grounded
Defined Scope at Every Session
Every programme opens with a plain scope statement. Participants know from the first minute what the session covers and, equally, what it does not — so there is no ambiguity about the nature of the service.
Participant Data Handled Minimally
We collect only the contact information necessary for programme administration and follow-up. No employment or pension information shared by participants during workshops is retained after the session closes.
Content from Published Sources Only
All information presented in programmes is drawn from materials published by EPF, SOCSO, the Department of Insolvency Malaysia and other public-sector bodies. Facilitators do not offer personal interpretations of entitlement.
Governance Framework for Organisations
Community organisations that engage us for the capability build receive a written governance and boundary framework — agreed with their own advisers before the engagement begins — so their activities remain clearly within operational and educational scope.
Consistent Referral Practices
A written referral sheet is produced and updated annually, listing the type of qualified professional appropriate to each category of question that falls outside our scope. No participant leaves without knowing where to go next.
Annual Materials Review
Handouts, worksheets and the bilingual materials library are reviewed each year against current EPF and SOCSO publications, so participants receive information that reflects the most recently published guidance.
Folio 05 — Values & Approach
What Shapes the Way Silverpadas Works
Retirement documentation in Malaysia draws on records from several sources — EPF contribution histories, SOCSO membership records, Employment Retirement Fund details, and employer-held service files that may be spread across decades and multiple workplaces. For people with long or varied careers, bringing these together into a single, coherent picture is not straightforward, and the unfamiliarity of the forms involved often compounds the difficulty.
Silverpadas's approach is to work through that unfamiliarity systematically, without creating dependency on the organisation. Every handout, worksheet and template is designed so that the participant retains it and can use it independently. The personal file assembled during the reconstruction workshop belongs to the participant from the first session — it does not live in our records or require ongoing access to us.
The community capability build takes the same logic further: by training an organisation's own volunteers, we transfer the knowledge rather than becoming a recurring external provider. Organisations can run their own bilingual sessions, use the materials library, and support their members without routing every question back to Silverpadas.
This reflects a view of education as something that should leave people more capable, not more dependent. Pension documentation literacy is not a complex discipline — it benefits from structured guidance and clear explanation of what each form and record does, and most people with that foundation can handle the assembly work themselves. Our role is to provide the structure, the materials and the referral pathways.
