Folio 02 — Methodology

How Silverpadas Structures Its Work

Every Silverpadas programme starts from the same premise: before any retirement-related decision can be made with clarity, the household needs to know what documents exist, where they are, and what they say. That sounds basic — and it is. But the process of actually assembling that picture, for a household with a twenty or thirty year working history, is rarely straightforward.

Silverpadas programmes are designed to move participants through that process step by step. The introductory talk establishes what should be in a complete file. The workshop series supports people who need to reconstruct a file from scattered or incomplete sources. The capability build equips organisations to sustain that kind of support within their own community.

Throughout all three programmes, the same boundary applies: Silverpadas provides education and process guidance, not personalised assessment or regulated advice. Where a question requires the judgement of a qualified practitioner, the referral sheet distributed at every session names the appropriate type of professional for that category of matter.

Materials are drawn from published EPF, SOCSO and government source documents. They are reviewed each year and updated to reflect current publications. All handouts and worksheets are produced in English and Bahasa Malaysia.

Records Reconstruction Workshop Series

4 weeks · 2 hours per week · Max 10 participants · RM 1,700 per participant

A facilitated four-week workshop series for people whose employment records are incomplete, spread across multiple employers or held only in paper format. Suited to participants with long or interrupted working histories who benefit from a structured, supported process rather than attempting reconstruction alone.

What Is Included

  • Reconstruction worksheet used across all four sessions
  • Guidance on written requests to former employers using public channels
  • Chronology template to place records against verified employment dates
  • Session on organising supporting evidence — pay slips, correspondence, contracts
  • Personal file — assembled by the participant across four sessions and retained by them

Community Organisation Capability Build

Community Organisation Capability Build

3–5 months · NGOs and welfare associations · RM 4,380 per engagement

A capability engagement for NGOs and welfare associations that want to support their members with retirement documentation — while remaining clearly outside regulated practice. What Is Included

  • Written boundary and governance framework — agreed with the organisation's own advisers
  • Four-day volunteer facilitator training course
  • Bilingual materials library that the organisation may reproduce
  • Case-recording template for tracking support activity
  • Supervision structure for volunteers
  • Closing capability report with recommendations

Engagement Phases

Governance framework — boundary document agreed with the organisation's advisers

3

Volunteer facilitator training — four-day course covering curriculum, process and boundaries

4

Supervised trial sessions — volunteers facilitate with oversight before working independently

5

Closing report — assessment of capability and recommendations for ongoing operation

Best suited to: NGOs and welfare associations in Perak with an active membership base and a commitment to supporting members in areas that remain clearly outside regulated practice.
